Lots of people have tamed bears. It's hardly impossible. You just need a mild tempered bear and some patience and know how. It's not unlike training dogs.

A bear is mild-tempered until it isn't.

They're not dogs that have been domesticated over thousands of years. They're wild animals.

Domesticating involves artificial selection. You systematically castrate or kill the more aggressive animals and let the more gentle reproduce, generation after generation after generation for hundred of years. That hasn't been done with bears yet.

European bears have coexisted with empathetic white humans for a long time.
