You seem to have forgotten Trump's 1st term. The massive majority of Trump's initial picks left their positions hating Trump because they would recommend certain policies to Trump and Trump would listen to the recommendations and then do something else. Hell, it was a democrat talking point in this election cycle that so many of his former cabinet picks now hate Trump for refusing to go along with their policy recommendations.
