i love shotguns, and used to shoot trap regularly. the issue is that they are very short range, and the shells are quite heavy for quantities. ar/ak can reach out fairly long distance for human sized targets, and the ammo is relatively light compared to shotgun shells.
Up the pressure. Magnum, or super magnum depending on how you look at it, shotguns are just regular shotguns that have been modified to handle higher pressures, and use brass shells. The end result is a shotgun that has elephant rifle levels of power when using slugs. It would effectively double the effective range of shot, as well as possibly allowing for more shot volume.
There's a few that already exist, mostly made by individuals rather than corporations as gun design has stagnated horribly.
They can possibly modify existing shotguns by swapping out the barrel and receiver as the dimensions for shells would largely be the same, at least until they made something fit for the purpose.

Russians got around the jamming issue by simply having drones that spool out fiber-optic threads as they fly. Less range, but since it's a direct connection they're impossible to jam. And good luck tracing that tiny fiber back to where it came from before the next one comes for you.
Basically a modern extension of a wire-guided missile. Only instead of a copper wire just relaying directional commands one-way and relying on a scope to see where the missile is going, the fiber strands have more than enough bandwidth for full HD video and telemetry. So the operator doesn't even need to have direct line of sight to the target, which lessens their exposure to retaliatory fire.
