Depending on the prosecutor, the shooter may be charged. It didn't look as if any lives were in danger from the strong arm robbery. OTOH, in some jurisdictions it's legal to shoot to stop a violent felony.
That was a pretty hard hit. Even with protective gear on I doubt he survived. I didn't see them check for a pulse before starting chest compressions, that can't be good either!
